Senator Richard Shelby is apparently using a rare legislative tactic called a "blanket hold" to delay confirmation of scores of Obama administration appointees (89 in total). He is reportedly doing so not out of concern about any of the appointees themselves, but rather because he is stubbornly holding out to have a $40 billion Pentagon contract awarded to a Northrop Grumman plant in his home state of Alabama and also to have $45 million released to fund a counter-terrorism center in, you guessed it, his home state of Alabama.
